The Cheney Brothers Spinning Mill, with its iconic Clocktower, was constructed in 1886 and was part of Manchester's enormous Mill District which produced some of the finest silk and silk products in the world. Closed during the Great Depression, the building was reopened during World War II to house Cheney Brothers' Pioneer Parachute Co.

Today the building is known as the Clocktower Mill Apartments. Located between Forest Street and Hartford Road on Manchester's West Side, the South Manchester Railroad, which supplied goods and transported workers to the mills, ran directly in front of the building, and is now known as Elm Street.
